I took them out and inspected them, then as they all looked OK, I checked with a resistance meter and found that 2 were open circuit while one was behaving odd (sometimes low resistance other times higher and it could vary while testing). So I just replaced all 4 and kept the good one as a spare. Yo...

I can't remember how you check the voltage regulator but have you checked the voltage when the engine is spinning well (not just at tickover)? Standard practice is to use the starter to crank the strong arm against the chassis rail negating the need for the locking tool. Sorry to put a downer on this but I don't think the repair panel will go all the way over the top section that you need.
