Turbo Troubles

My hybrid has a 300Tdi Disco 1 engine that Andy Summers and I installed a few years ago - its now done around 140,000 miles. It's been working brilliantly but has recently been lacking power - noticeable up steep hills. Fuel consumption has gone down from around 29-30 mpg in June to 24-25 mpg now. Suspecting the turbo, I disconnected the inlet pipe to find that the inside of the inlet pipe was covered in oil. On the application of finger, the turbo spindle moves approx 1-2 mm in and out, but doesn't appear to move laterally.

1) Has the turbo had it?
2) If so then can anyone recommend a good reconditioner?
3) The problem has been ongoing for some months and I'd like to go laning down in Leicestershire this Christmas (nothing that'll work the engine too hard). Should I stay or should I go? (no repercussions if you say 'go' and the turbo/engine goes bang!)
